Permit Fees: False Alarm Charges: Reinstatement Process
Alarm User

An alarm user who upgrades an old alarm system that does not have the ability to report (minimum of) two or more alarm signals shall have the next registration/renewal fee waived if they provide proof of the receipt showing the upgrade.
5.
Pierce County citizens/businesses have an option to voluntarily inactivate alarm permit by submitting the “Voluntary Inactivation” form. In case citizen/business submit the form, they need to be marked as “Voluntary Inactive” and will not be sent any renewal invoice, however will be charged for false alarms and any other fines as applicable for operating a site without a valid permit.
6. Permit is valid for 1 year from issue date.
7. Permit cannot be transferred with the exception of transfer of permit to the family member if the permit holder is deceased.
Alarm company business license fee is $100. 

Billing Type:
An Alarm Permit Holder shall be subject to fees for services, depending on the number of False Alarms within the twelve month permit period.

Burglary Alarm Charges:
Residential/Commercial - Permit Holder: $100 each

Robbery/Panic:
Residential/Commercial - Permit Holder: $200 each

Burglary Alarm Charges:
Residential/Commercial - Non Permit Holder (Unregistered, Expired or Suspended) : $100 each + an additional $100 for each False Alarm for operating unregistered alarm system.

Robbery/Panic:
Residential/Commercial - Non Permit Holder (Unregistered, Expired or Suspended) : $200 each + an additional $100 for each False Alarm for operating unregistered alarm system.

Note : PM AM will not charge the additional $100 for operating an unregistered alarm system. If the location has not registered for a permit within 30 days if Burglary Alarm or within 60 days if Panic/Robbery alarm and another false alarm is reported at the location, PM AM will charge for the false alarm and also $100.00 for operating an unregistered location.

Late Fee:
One time late fee of $25.00 will be assessed if the outstanding Registration, Renewal, False alarm charges are not paid by due date i.e. 90 days from Invoice date to permit holder as well as to Alarm Installing / Monitoring Company .

Non-Verified Alarm Calls to Dispatch:

0 - 35 calls : No Fees

36 - 50 calls : $25 per call

51- 100 calls : $50 per call

101 or more calls : $100 per calls

Excessive False Alarm:
  1. Reinstatement fee of $50
  2. Pay all outstanding fine/fee
  3. Submit a work order verifying that the Alarm system has been inspected/repaired
  4. Complete an Alarm user awareness class and test

Nonpayment:

  1. Reinstatement fee of $50
  2. Pay all outstanding fine/fee
  3. Complete an Alarm user awareness class and test
Non Compliance

Alarm User

  1. Operating an Automatic Voice Dialer: $100.00 each.
  2. Audible Alarm Violation: $100.00.

Alarm Installing/Monitoring Company:

  1. Existing Alarm systems: Failure to provide existing customer list within 30 days after being notified in writing by the Alarm Administrator: $25/ day. To installation and monitoring companies
  2. New Alarm systems: Failure to provide New installs list within 30 days from the installation date: $100. Installation company.
  3. Failure to provide information of designated ARM: Suspension of alarm company business registration, reinstatement fee of $100 will be charged. Installation and Monitoring company.
  4. Failure to provide warning to deputies regarding protective-reactive device: $200 each incident to Monitoring company.
  5. False Alarm due to On site employee: $100/incident.
  6. Failure to verify signals and ECV on all Burglar calls: Will be fined to the monitoring company. 
  7. False statement regarding inspection/performance of the Alarm system: $200 per incident to the Alarm installing and monitoring company.
  8. Dispatch for suspended/revoked site: $200 each incident. Will be fined to the monitoring company. If a burglar false alarm incident is received for a suspended/revoked site, and the alarm company has been informed regarding the suspension for more than 5 days, Alarm Company will be charged for dispatching to a suspended/revoked site.
  9. Fine for equipment violation: If the Alarm installing company sell/install a single action panic button, alarm installing company will be charged $200
  10. Alarm company business license revoked status: If the alarm company business license in the revoked status, and they request a dispatch to a burglar false alarm, the alarm will not be charged to the citizen and the revoked alarm company will be charged flat $200 for the incident.
  11. A monitoring company shall not make a dispatch request to an alarm signal during the “seven day “acclimation period”: Alarm Coordinator will inform PMAM on any such cases and the false alarm invoice will be sent to the Alarm company.
  12. One time Late fee of $25.00 will be charged once the invoice is 60 days past due.
  13. Failure of alarm company to maintain all records for one year will result in immediate suspension and $1 per day per customer. PC will advise PMAM to charge non compliance on case by case basis.
Suspension/Revocation of Permit: Appeal: Exempt Locations

Suspension:  

1. 3 or more false Burglar alarms within 1 year permit period.

2. To Alarm user, Alarm Installing, Alarm Monitoring: Failure to pay late fee invoice within 90 days of the invoice date.

3. Any false statement on the registration application for the registration.

Revocation:

1. 12 or more False Alarms during any 12 month period.

2. To Alarm user, Installing company, Monitoring company: Failure to pay any outstanding fee within 90 days from the invoice date of reinstatement fee.

An alarm owner may appeal a false alarm fee or a revocation.
  • PMAM Corporation has a contract with the Sheriff’s Department to provide billing and administrative services, but does not handle appeals. The Sheriff’s Department is responsible for handling appeals and the decisions made about false alarm fees.
  • To appeal a fee, the alarm user needs to notify either PMAM Corporation or the Sheriff’s Department Alarm Coordinator and provide the following: registration/account number (from the invoice); alarm user name and address; contact phone number; and the reason for appealing the fee.
  • The Sheriff’s Department Alarm Coordinator will be notified of the appeal, and they will review the computer dispatch records of the alarm incident and the account history of the alarm user. The Alarm Coordinator will then contact the alarm user to discuss details of the alarm response or fee, answer questions, provide educational information, and reach a resolution. In most cases, the alarm user will be required to complete an educational online school as part of the resolution.
  • Once a resolution is reached, the Alarm Coordinator will notify PMAM Corporation and the resolution details will be documented in the alarm user account. 
  1. Government entities including but not limited to Pierce County and Pierce County school districts must obtain registration but are exempt from payment of registration or renewal fee and will be subject to all other provisions such as late fee, false alarm charges and suspension etc.
  2. Pierce County Sheriff’s Office and all Sheriff locations will be exempt from all provisions.

City to provide the list of all exempt locations and these locations will have an expiration date of 12/31/9999.

Important Notes:
1. NSF Fees & Stop Payment charges: In the event that the Pierce County Alarm Program receives a NSF/Stop payment notification related to an invoice, the applied bill payment will be adjusted as outstanding and additional $25.00 is added to the account towards NSF/Stop payment charge. The customer will be notified of these charges through a new invoice the following month.
2. No Refunds of permit fee or renewal fee will be made. In case of any outstanding on the account, payment will be applied to the outstanding fee/fines before paying the renewal invoice.
