Permit Period:
Permit is now valid for one (1) year from the issue date.
Permit Transfer:
Alarm Permit cannot be transferred from one person to another or one location to
another location.

Billing Type:
- Alarms are charged per event within the previous 12 month
period.
Burglary / Robbery / Panic:
- Residential / Commercial - Permit Holder:
- 1st False Alarm: $100.00, subject to waiver if the alarm user completes the online
school within 30 days of the invoice date
- 2nd False Alarm: $200
- 3rd False Alarm and above: $500.00 each
Residential / Commercial – Non Permit Holder (Unregistered only):
- 1st False Alarm: $100.00, This charge will be reduced to $71.25 if the customer pays the permit registration within 30 days from the invoice date.
- 2nd False Alarm: $200
- 3rd False Alarm and above: $500.00 each
Charge for 1st FA will not be reduced for an permit which has been expired.
Late fee for False Alarms:
- If the customer fails to pay the FA invoice within 30 days from the invoice date, he/she will be charged a 10% basic penalty of the false alarm charge. This is one time charge only.
Failure to pay the FA charge and the penalty within 30 days from the new invoice date will result in 1.5% monthly delinquency charge for nonpayment of the false alarm and penalty. This will be charged monthly till both FA and penalty has not been paid. 1.5% monthly delinquency charge will be charged only on the false alarm charge and basic penalty only.

Alarm user, installation company, monitoring company has a right to appeal any false
alarm fee, fine, revocation or verified response status and is required to file
an appeal within 60 days of the invoice date.
- PMAM will forward the documented appeal request to the CVPD.
- The Police Chief or designee will render a decision on the appeal and share the
decision with PMAM to make any changes/adjustments to the account.
- Once an appeal has been filed by the alarm user, alarm installation/monitoring company,
stays any action by alarm administrator to suspend/require the payment of fee/fine
until the appeal process has been exhausted.
- If a request for an appeal hearing is not made within the sixty-day period, the action
of the Police Chief/Designee will be deemed final.

Alarm Installing/Monitoring Company::
- Failure to do Enhanced Call Verification: No fine as Dispatch would not respond
to the location for Burglar alarm call.

- Four or more Security False Alarms within a previous 12 month period.
- Nonpayment of Registration fee, renewal fee, False Alarm fine within 30 days from
the invoice date.
Verified Alarm Response:
Any location which has 4 or more False Security Alarms will be placed on verified
response status. This includes location without a valid permit and exempt locations.
A location can be removed from the Verified response only if the citizen/business
has completed the following:
- Obtain a valid permit
- Pay all outstanding fine/fee
- Complete an Alarm user awareness class and test
- Submit a false alarm abetment plan- This needs to be submitted to City of Chula
Vista Alarm coordinator and CVPD will inform PMAM of any changes to be made in the
system

- In the event that the City of Chula Vista’s alarm program receives a NSF/Stop payment notification related to an invoice, the applied bill payment will be adjusted as outstanding and additional $25.00 is added to the account towards NSF/Stop payment charge. The customer will be notified of these charges through a new invoice the following month.

- All Federal, State and City buildings will
be exempt from permit fees and false alarm charges.

Excessive False Alarms:
- Pay all outstanding fine/fee
- Complete an Alarm user awareness class and test
Nonpayment:
- Pay all outstanding fee/fines
