Permits will renew under the following conditions:
- The alarm site has no past due service fees
- The alarm site is not suspended or revoked
All renewal invoices are due within 30 days from the invoice date or by the permit expiration date whichever is greater.
Registration Duration and Renewal:
All permits are valid for two years from the issue date and must be renewed every two years.
Permit Transfer:
Permits cannot be transferred from one location to another or from one person to another.
Late fee for Registration or Renewal:
A late fee shall be charged if the alarm user fails to renew their permit within 30 days from the invoice date or the permit expiration date whichever is greater.
Late fee shall be charged to the alarm user who fails to register their permit. A late fee shall be charged as per below schedule from the date of the Notice to Obtain Permit sent along with permit registration fee invoice.
Late Fee Schedule – Cumulative
- Under 30 days - $5.00
- 30 Days - $20.00
- 60 Days - $40.00
- 90 Days - $80.00
- 91+ Days - $80.00 late fee and $35.00 Permit fee (or $15.00 renewal fee)
- 120 Days – Invoices greater than 120 late will be sent to collections

- All false alarms will be accumulated and will be charged based upon a rolling 365 days calendar.

- 4th false alarm: $150.00
- 5th false alarm and up: $200.00 (and placed on non-response for burglary)
Fines are determined by the combined number of both burglary and duress/robbery false alarms.
Late fee for False Alarms:
- Not Applicable.

Any non-registration 120 days past due will be sent to collections for processing.
All false alarm invoices will be due within 30 days from the invoice date.

- An alarm user/company has a right to appeal the false alarm fine or the suspension of the permit. All appeals will be screened by a customer service representative. If the appeal is valid, the alarm user must submit a written request to the appeals address entitled “Appeal for Alarm Administrator’s Action”. An appeal request must be submitted to PM AM by completing an authorized appeals form within 15 days from the date of notification of such fine. If the city does not have an existing appeals form, PM AM will provide a standard template for use. PM AM will forward all documents provided by the Alarm user, as well as applicable bills and false alarms, to the City’s Alarm Administrator for review and appeal processing. The City’s Alarm Administrator will inform PM AM of any adjustments which need to be made on the account once the appeal decision has been completed. PM AM will notify the citizen of the appeal decision through the available means of correspondence.

As per city request PMAM has stopped generating appeal fee.
- Request for Appeal of Administrative Citation:
- To appeal an Administrative Citation issued by the City of Roseville, you must submit an “Administrative Citation Appeal Form” available on the City website.
- Forms may be picked up at the City Attorney’s Office at 311 Vernon Street or may be found on the City's website at www.roseville.ca.us.
- You may also call the City Attorney's Office at (916) 774-5325 to have a form mailed to you. Forms must be received within 30 days of the date of your citation letter.

- Government properties including but not limited to The United States, the State of California, counties, municipal corporations, departments thereof and other governmental entities are exempt from application/renewal fees.
The list of exempt locations includes the following:

Pre-Suspension: (Case to case basis)
- Excessive false alarm: An alarm system has generated in excess of four (4) false alarms during a rolling 365 day rolling calendar.
- Non-payment: The permit holder has failed to make payment of any fees within thirty (30) days from invoice date.
Suspension: (Case to case basis)
- Any permit suspension that has not been reinstated within 45 days of notification of suspension will be revoked. No revoked permit shall be reissued until six months after the revocation, at which time a new application may be submitted.
PM AM will notify the City and Alarm Monitoring Company when a permit is revoked.

Excessive False Alarms And Non-payment of fees/fines:
A location will be removed from suspension if the following conditions are met within 45 days of notification of suspension
Excessive false alarms:
- Pay all outstanding invoices.
- Review correct alarm setting procedures with every resident, agent, employee or other person who may be responsible for alarm activations
- Provide a work order reflecting inspection/repair of the alarm system by the alarm company
- Agree that an agent of the business, or a responsible party, shall respond to the alarm site within 30 minutes of notification, each time the alarm is activated
Non-payment of fee/fines:
- Pay all outstanding invoices
