New Permit:

  1. Residence: $27.56
  2. Low Income Senior Citizen (65 or older) Residential only: $16.52

The low income requirement is verified by the alarm user giving us a document copy of their membership status in City of Oakland ASSETS Program or invoice copy of their CARE program status offered by the Pacific Gas and Electric Company. If the customer feels they qualify for the Low income Senior citizen status, they should call 510-238-3525 to verify.

Permit Period:

  1. 1 year from the issue date.

Initial permit registration charges are to be collected by the alarm installation companies. Alarm companies have 30 days to attempt to collect the initial registration fee from the registrant. If after 30 days they do not collect the fee then PMAM must invoice the alarm owner for the registration fee and provisional invoice against the alarm company will be cancelled through an automated process.

Billing Type:

  1. As per permit year

Residential/ Commercial - Permit Holder:

  1. All Burglary alarms are $92.61 each.

  2. All Panic alarms are $171.99 each.

  3. All Robbery alarms are $171.99 each.

Residential/ Commercial - Non-Permit Holder (Expired, Unregistered, And Suspended):

  1. Additional charge of $77.1 will be invoiced in addition to the False Alarm fines for Operating an unregistered/expired/suspended Alarm.

  2. This charge will be automatically waived if user registers/renews for a permit within 30 days of the invoice date.

Late Fee

  1. A late fee of $31.5 is charged once an False Alarm invoice is 5 days past the due date.

  2. All invoices 90 days past due will handed over to GCA for collections.
An alarm owner can appeal any false alarm fee or suspension.

First Appeal:

  1. The registrant calls in and requests an appeal. The appeal must be requested within 30 calendar days of mailing the notice or notice of action.
  2. The appeal fee is $27.56
  3. If the city does not return a decision within 30 days of submitting the appeal to them, then the alarm or fee being disputed is dismissed.

In case the first appeal decision is denied, the $27.56 appeal fee will be adjusted to the customer’s false alarm invoice per their request as a one-time courtesy.

Second Appeal (meaning when they want to dispute the above appeal):

  1. There is no fee.
  2. The request must be received within 30 calendar days from the mailing of the denial of the first level of appeal.
  3. All hearings shall be heard by an appeals officer appointed by the Chief of Police.
  4. The alarm appeals officer, on receipt of a request for a hearing, shall conduct an appeal conference within 30 working days after receiving the appeal request.
  5. The alarm appeals officer shall render a decision and notify the appellant and the alarm administrator thereof in writing within 20 working days after the appeal conference is held.
  6. Appeal decisions are reviewed and approved by the City’s Alarm Administrator prior to becoming official. The official decision of the alarm appeals officer is final, and no further appeals or remedies are available.

In case of any appeal, PMAM CSR will send out the appeal documents to the customer to be filled.

Permit Suspension Verified Response  (Sec.8.02.040) Non-Compliance  (Sec.8.02.055)
  1. Nonpayment of False Alarm fine within 35 days from the late fee invoice date.
  2. All alarm companies will be informed of suspended accounts.
  1. If an alarm owner’s site has more than three (3) false burglar alarms during their current permit period the alarm site will be placed on verified response for a minimum of six (6) months.

  2. OPD will not respond to alarm calls from sites on verified response status unless the Alarm Company or caller can verify a crime is occurring through audio, video, an eyewitness or response from private security guards.

  3. During this six (6) month period, the alarm user must also complete the following in order to have Police response reinstated:

    1. Pay all outstanding fees
    2. Successfully complete the online school and test

  4. A location will stay on a verified response for at least 6 months.

  5. If a. and b. is completed within 6 months period, location will be removed from verified response automatically.

  6. If a. and b. is not completed within 6 months period, location will stay on verified response for another 6 months and a. and b. must be completed during this 6 months period. (Verified response shall be in an incremental of 6 months).

Alarm Installing Company:

  1. Installing an unregistered alarm: This fee is $286.65 per incident. If a location is identified through the false alarm data as a non-permitted location, the alarm installing company will be charged the fine. This can be accomplished by PMAM if the false alarm data has a unique disposition code indicating the Alarm Installing company name.

Alarm Monitoring Company:

  1. Requesting dispatch on unregistered sites: The fee is $286.65 per incident. If a location is identified through the false alarm data as a non-permitted location, alarm monitoring company will be charged the fine for requesting dispatch to the unregistered location. This can be accomplished by PMAM if the false alarm data has a unique disposition code indicating the Alarm Monitoring company name.
  2. Requesting dispatch to unregistered sites: PMAM will charge the alarm monitoring company $286.65 for requesting a dispatch to an unregistered site.
  3. Requesting dispatch to expired permit sites: PMAM will charge the alarm monitoring company $286.65 for requesting a dispatch to an expired site if the permit expiration date is 60 days or more from the false alarm incident date.
  4. Requesting dispatch to suspended sites: $286.65 per incident. 3 days after the letter informing the Alarm company of the suspended locations has been sent, if an alarm company requests a dispatch to the suspended alarm site, the Alarm monitoring company will be charged the fine.
  5. Service Fee for Failure to Notify of Alarm User Disconnection: $110.25 per incident.

Late Fees:

  1. Alarm companies will be charged a late fee of $31.5 in case an invoice is not paid 5 days past the due date.
Reinstatement Process

Nonpayment:

  1. Pay all outstanding fee/fines
  2. Pay a reinstatement fee equal to the permit fee
Exempt Locations
  1. City buildings and city affiliated entities are exempted from all provisions of the Ordinance.

  2. All other County, State, Federal and OUSD will be exempt from permit fee and renewal fee only. They must obtain a permit and they must pay false alarm fees and are subject to suspension and non-compliance fees.

  3. Public schools (OUSD) are not being charged the additional fine for having a false alarm during suspension and the alarm company requesting dispatch is also not being charged $260 for requesting dispatch to suspended site.
