Registration Fees For Residential / Commercial:

  1. New Alarm Systems

    1. $10.00 - If registration completed within 30 days from the alarm installation date

    2. $20.00 - If registration not completed within 30 days from the alarm installation date

  2. Existing Alarm Systems

    1. $10.00 - If registration completed within 90 days from the effective date of the Ordinance

    2. $20.00 - If registration not completed within 90 days from the effective date of the Ordinance

Renewal Fees for Residential / Commercial:

  1. $0.00 - If renewal is completed within 30 days prior to and after the expiration date

  2. $20.00 - If renewal is completed after 30 days of the expiration date

  3. Note:
    1. The permit will be extended from the permit expiration date and not from the payment date.

    2. All fees and fines owed by the alarm user must be paid before a permit can be renewed.

Registration Duration and Renewal:

  1. All registrations are valid for one (1) year from issue date and must be renewed annually.

Registration Transfer:

  1. Registrations cannot be transferred from one location to another or from one person to another person with the exception of transfer to an immediate family member if the original alarm owner is deceased. New installations and taking/assuming new ownership of an existing system requires the purchase of a new permit.

Late fee for Registration or Renewal:

  1. NA

Billing Type:

  1. All false alarms will be accumulated and will be charged in the permit year. False alarm counter will reset to zero at the end of the permit year unless in no-response for non-payment.
False Alarm Fines - Burglary/Robbery/Panic - Residential/Commercial Fine Schedule:


Registered/Unregistered/Expired Location:


1st false alarm : No charge, Notice will be sent via physical mail and email


2nd false alarm : No charge, Notice will be sent via physical mail and email


3rd false alarm : $50.00, Notice will be sent via physical mail and email


4th false alarm : $100.00, Notice will be sent via physical mail and email


5th false alarm : $150.00, Notice will be sent via physical mail and email


6th false alarm : $250.00, Notice will be sent via physical mail and email


7th false alarm and above : Jacksonville Sheriff's Office will not respond to burglar alarm calls but will continue to respond to panic or robbery alarm calls and the alarm user will be charged $250.000 for each false alarm.

  1. The alarm user can complete an online alarm awareness class once every 24 months to receive a waiver of up to $100.00 in the false alarm fines within 30 days from the invoice date.

  2. For locations identified as unregistered, PM AM will send the false alarm invoice (if applicable) and a notice to the false alarm address providing the requirements for the registration of permit.

  3. The alarm user can register and complete an online alarm awareness class once every 24 months to receive a waiver of up to $100.00 in the false alarm fines within 30 days from the invoice/notice date.

  4. PM AM will flag the locations as no-response:

    1. - Where notice for registration was sent but the location has not applied for an alarm permit for more than 30 days

    2. - Where a permit has been expired for more than 30 days from the permit expiration date.

    3. - Where false alarm invoices have not been paid for more than 30 days from the invoice date.

    4. - Whose contractor's registration certificate has been expired for more than 30 days from the certificate expiration date upon sheriff's office approval.

Late fee for False Alarms:

  1. NA
Alarm Contractor Registration and Renewal Certificate
(Sec.168.104)
Permit Revocation Permit Reinstatement

$25.00 - If renewal completed within 30 days prior to and after the certificate expiration date.

$40.00 - If renewal completed after 30 days from the certificate expiration date.

The certificate will be extended from the certificate expiration date and not from the payment date.

The Jacksonville Sheriff's Office may revoke any Alarm Permit Number issued if the Alarm User has violated any provision of chapter 168 for which payment of a fee or penalty is provided and has not been paid within the required time period.

The Jacksonville Sheriff's Office may revoke any Alarm Contractor Registration Certificate if the Alarm Contractor has violated any provision of chapter 168 for which payment of a fee or penalty is provided and has not been paid within the required time period.

A location will be removed from no-response if the following conditions are met:

Excessive false alarms:

  • Pay all outstanding fees/fines
  • Complete an alarm awareness school and test
  • Provide a work order from the alarm company showing that the alarm system has been inspected/repaired
  • Submit a request for reinstatement to the JSO and include the listed documentation

Non-registered location:

  • Permit is registered and pay all outstanding fees and fines

Expired location:

  • Permit is renewed and pay all outstanding fees and fines

Non-payment of false alarm fine:

  • Pay all outstanding fees and fines

No response procedures Appeal Process (Sec.168.112)

  1. Excessive false alarms: 7 or more false alarms.

  2. Non-registered system: If a location does not registers for a permit within 30 days from the date of the notice.

  3. Expired permit: If a location does not renew the permit within 30 days from the permit expiration date, the location will be placed on no-response.

  4. Non-payment of false alarm fine: If a false alarm fine is not paid within 30 days from the invoice date, the location will be placed on no-response.

  5. Expired Alarm contractor's certificate: If a contractor's registration certificate has been expired for more than 30 days from the certificate expiration date upon sheriff's office approval.

  1. Alarm user has a right to appeal the false alarm fine or discontinuance of the Sheriff's Office response.

  2. Appeal request must be submitted to PM AM in writing within 10 days from the date of notification of such fine or action.

  3. Appeal fee: None

  4. Appeal must be entitled "Appeal for Alarm Administrator's Action"

  5. PM AM will forward all documents provided by the Alarm user to the Sheriff's Office Alarm Administrator for review and appeal processing. The Sheriff's Office Alarm Administrator will inform PM AM of any adjustments which need to be made on the account once the appeal decision has been completed.

  6. PM AM will notify the citizen of the appeal decision through the available means of correspondence.

All City, County, State, Federal buildings including but not limited to Public schools, parks etc. will be required to pay the annual registration fee and will be charged for false alarm fines according to their exempt status as follows:

  1. Exempt - Annual Registration Fee : This will allow JSO to define the permit numbers which should be charged for false alarm fines but will not be charged for annual registration fee.
  2. Exempt - False Alarm Fines : This will allow JSO to define the permit numbers which should be charged for annual registration fee but will not be charged for false alarm fines.
  3. Exempt - Annual Registration Fee and False Alarm Fines : This will allow JSO to define the permit numbers which should not be charged for annual registration fee and false alarm fines.

Note: The Sheriff's Office can waive any fees or fines and will notify PM AM to make the adjustments as needed.
